UKSBS welcomes new clients following successful Machinery of Government transitions

UKSBS has successfully onboarded Building Digital UK (BDUK) and Cabinet Office as part of the ongoing Machinery of Government (MoG) programme.

BDUK officially joined our portfolio on 1 April 2025 and we’re now delivering HR and Payroll, Finance, Procurement, and Digital and Information services.

Parliament

BDUK is an Executive Agency within the Department for Science, Innovation and Technology (DSIT), responsible for bringing fast and reliable broadband and mobile connectivity to the UK's hardest-to-reach communities.

The onboarding of BDUK marked the final phase of the 2023 Machinery of Government programme.

Cabinetoffice

Jonathan Clear, BDUK Chief Finance and Operating Officer said:

Following this success, we welcomed another significant client on 2 June 2025 when Cabinet Office digital teams completed their transition to DSIT services. The MoG project team, led by Fflur Green, Head of Strategic Onboarding, successfully onboarded the 1,100-person cohort with minimal impact.

Fflur Green said, "This project has been as challenging as other recent MoGs and our teams involved, both in UKSBS, ICS, DSIT, and Cabinet Office, have worked extremely hard to ensure the data and logistics of the transfer were met on time. We are delighted to welcome both BDUK and the Cabinet Office digital teams to our service portfolio and look forward to supporting their crucial work – from connecting communities across the nation with world-class digital infrastructure to delivering essential digital services across government. Huge thanks to everyone involved."

Successful delivery

The successful delivery builds upon the extensive work completed as part of MoG 2023, which included five new ledgers, five new payrolls, system changes, new email addresses and OKTA identity management platform implementation, and four client onboarding projects.

The successful onboarding of both clients demonstrates our capability to manage complex transitions effectively. Helen Mills, Human Resources Director at DSIT, provided positive feedback on the process. She said, “Just wanted to write to say thank you for all the support UKSBS has given to get everyone on board and so far with very little noise and great feedback on the support."

We're now well into our 2024 MoG journey, following the changes announced after last summer's General Election. With our proven approach and experienced teams, we're ready to build on these successes as we continue supporting both existing and new clients, while preparing for Matrix.

Machinery of Government changes occur when one or more government departments are created, closed, merged, change names, or split into new organisations, requiring careful coordination of services and systems to ensure continuity of operations.
