UKSBS collaborated with Foreign, Commonwealth and Development Office to deliver gender pay gap data for Department for Business and Trade

Cross-government collaboration ensures accurate statutory reporting.

UKSBS successfully worked alongside the Foreign, Commonwealth and Development Office (FCDO) to deliver accurate gender pay gap data for the Department for Business and Trade (DBT).

Working together, we extracted and provided comprehensive workforce data as of 31 March 2025, enabling DBT to meet its statutory obligations under the Equality Act 2010 (Specific Duties and Public Authorities) Regulations 2017.

DBT's workforce presents a unique data challenge, with staff based across the UK and overseas on the One HMG platform. Our teams worked closely with FCDO colleagues to ensure all calculations followed legislative requirements and aligned with Cabinet Office guidance. In delivering this work, UKSBS applied the robust data security measures that underpin all our processing, ensuring information was handled safely and appropriately throughout.

As part of this project, we ensured data minimisation principles were followed – using only the data required to complete the statutory reporting. We also maintained clear user‑focused communications to support individuals’ right to be informed about how their data is processed and upheld the necessary controls relating to data subject rights.

The analysis required careful identification of full paid relevant employees based in the UK on DBT payroll, alongside overseas civil servants paid through the One HMG platform. This involved distinguishing these groups from country-based staff employed locally overseas, contractors, and agency workers who fall outside the reporting scope.

This project demonstrates the value of shared services and cross-departmental collaboration in supporting government transparency commitments. By pooling our expertise with FCDO, we were able to deliver the accurate, timely data that DBT needed.
