UKSBS delivers pay system success for The Insolvency Service
Overview
UKSBS has successfully completed a complex transformation project for The Insolvency Service, implementing new Civil Service grading structures and processing multiple pay awards within an ambitious five-month timeline.
The Insolvency Service provides support to individuals and businesses facing financial difficulties while investigating misconduct and protecting the public from rogue directors. By modernising their pay structures, this project helps ensure The Insolvency Service can continue attracting and retaining skilled professionals to deliver these essential services for the country.

A complex modernisation challenge
The project addressed a ministerial directive to modernise The Insolvency Service's pay structure, replacing their legacy grading system with a standardised Civil Service framework effective from 1 August 2024. This significant change affected all Insolvency Service employees and required careful coordination to ensure accurate pay recalculations, backdated payments covering 2023 and 2024 pay awards, and system migrations.
The technical complexity involved configuring new grade rates across Oracle Payroll systems, processing recovery of 2023 pay award loans, updating overtime calculation structures, and conducting comprehensive end-to-end testing to guarantee accuracy.

Partnership approach delivers results
Working through our established Partnership governance model, our teams managed every aspect of the implementation while maintaining business-as-usual operations. Our Partnership Managers facilitated clear communication between all stakeholders, ensuring the challenging transition period ran smoothly and met all ministerial deadlines.
The collaborative approach proved essential to success, with our specialists working closely with The Insolvency Service teams to navigate technical challenges and provide ongoing guidance throughout the implementation.
Recognition for exceptional service
Delivering for public service
This project demonstrates UKSBS' commitment to partnership working and our ability to deliver transformational change while maintaining the highest service standards for our clients. By successfully modernising pay structures for The Insolvency Service, we're helping ensure this vital public service can continue supporting individuals, businesses and the wider UK economy effectively.
The project was delivered on time and was completed alongside our other major system implementation, showcasing our teams' ability to manage multiple complex initiatives whilst maintaining service excellence.
